if you want to literally morph it into sig size, use free transform (edit>free transform) and drag the handles down to the size you want

it depends if you want to cut a sig sized portion out of it, just use the rectangular marquee tool to select that size, you can do fixed size if you want, sig size is around 380x110 for me.
